ABSTRACT

This research analyzes the proposal of former President Lenin Moreno Garces for the granting of the proposal of the General Regulation of the Organic Law of Humanitarian Support to combat the health crisis derived from COVID 19, in Ecuador in 2020. The Humanitarian Support Law includes labor measures such as the option of signing agreements between employers and workers, a new type of fixed-term contract for an emerging special purpose, reduction of working hours, early vacation, and teleworking. In addition, the interpretation of fortuitous event or force majeure as grounds for dismissal is established. Within the solidarity measures for social welfare and productive reactivation, it was provided that the pensiones some alternatives such as the reduction and analysis of educational pensions, in the case of temporary eviction in the matter of tenancy: In order for the lessee of a commercial premises to benefit from the temporary suspension referred to in article 4 of the Law, you must pay your landlord at least twenty percent (20%) of the value of any royalties outstanding or due;and submit to the lessor the VAT returns for both the month of February 2020, the n or increase in costs in basic services was considered, Prohibition of cancellation or suspension of coverage of contracts, Rescheduling of life insurance quotas, Productive credits for economic reactivation and protection of employment in the private sector, Annual motor vehicle tax, Labor stability, Exceptional pre-bankruptcy agreements, Financial institutions: In the case of financial institutions, the debtor will maintain its credit rating for the duration of the mediation process and this will maintain the rating granted the month prior to the entry of its request to initiate the pre-bankruptcy agreement to a Mediation Center. In the case of obligations or debts restructured or novated through pre-bankruptcy agreements with the National Customs Service. Ecuadorian Social Security Institute, public financial institutions, Decentralized Autonomous Governments (GADS), public companies, among others, will become enforceable when the pre-bankruptcy payment agreement has been formalized, forself-financed post-graduate doctors and scholarship holders who are providing their services in the health system in the months since the declaration of the emergency until the issuance of this Regulation, and who are in their training period, sign a contract for occasional services, on the scale of public servant 7 (SP7), With these measures help people who lost their jobs or family members who lost their lives with the pandemic in the health crisis due to COVID 19

ABSTRACT

This chapter presents a methodological and strategic proposal for the application of the design thinking methodology to support the implementation of the work and action plan for the economic reactivation of start-ups in Mexico. The objective is to create a quick reference guide to accelerate start-up resilience. Documentary research is considered on the guidelines and implementation requirements, as well as the measures established by the Mexican Ministry of Health, to mitigate the epidemic caused by the SARS-CoV-2 virus that causes the COVID-19 disease and to carry out an orderly, gradual, and cautious reopening in order to continue caring for people's health in the working environment and at the same time reactivate the start-ups' economy. This chapter provides an alternative guide to direct and propose a structured option for the labour and economic reactivation of start-ups that were considered non-core and that require the completion of regulatory procedures and processes required to obtain the necessary Quick Response code, granted by the entities that regulate the guidelines for the safe reopening of companies. Based on the size of these economic entities, it is considered that they can have between 1 and 10 employees, or no hired personnel at all, which is not considered a priority in the current economic reactivation programmes. A methodological strategy is proposed and implemented to support companies of this size in their immediate process of labour and economic reactivation for a case study of a service company that applied the proposed methodology. © 2022 Emerald Publishing Limited. ABSTRACT

The Covid-19 pandemic has generated alert and dynamic changes in industries and companies worldwide, and in response to the adaptation process, new ways with technological innovation have achieved resilience, and new sectors have emerged without precedent, mainly in some Ecuadorian sectors to promote economic reactivation, increasing the demand for new services. The objective of the research is to assess the impact of the Covid-19 global pandemic on the sector of Professional, Technical and Administrative activities in Ecuador for the year 2020. The research is descriptive, explanatory, and bibliographic, with a mixed methodology and a non-experimental cross-sectional investigation, adapting a non-probabilistic sampling, analytical method, and statistical analysis of data series. Among the most relevant results is that the global Covid-19 pandemic produced growth in the sector mentioned before. © 2022 Copyright for this paper by its authors. ABSTRACT

With the rapid global expansion of COVID-19, the consequences on the economy have been catastrophic: a sharp drop in production, company bankruptcies, job losses and reduced household income, placing households in a situation of risk and uncertainty, both in terms of health and food. The adoption of policies to mitigate these problems is urgent. In this scenario, within the context of Ecuador. The main objective of this article was to propose the promotion of agrifood activities, with special emphasis on social economy organizations and in the province of Chimborazo, as a basis for the reactivation of the post-COVID-19 economy in Ecuador. An observational, retrospective, cross-sectional and descriptive study was carried out. Theoretical methods used were Analytical-Synthetic;Inductive-Deductive;Historical-Logical;and systemic approach. Documentary analysis was used as methods of the empirical level of knowledge. It is evident that the Ecuadorian economy has been slowly reactivated after the pandemic, and has done so at different rates if we compare what happened in the public sector with the private sector. It also shows that the agricultural sector played an important role in the case of the province of Chimborazo. The performance of the cooperatives and particularly the CACs during the COVID-19 pandemic, while remaining active, turned them into dynamizing agents of the Ecuadorian economy, which was depressed during the past months, as evidenced in the agricultural sector in the province of Chimborazo.

ABSTRACT

This article is a response to the need for economic reactivation because of the crisis resulting from the context of COVID-19. The purpose of the research was to elaborate a theoretical construct through the application of Confirmatory Factor Analysis that gathers observable variables around dimensions or factors. The study begins with a review of the literature that approximates the causal relationship of the phenomenon. The research has a quantitative approach with exploratory, descriptive and correlational designs. The following factors such as associativity, sustainable tourism, competitive advantage, market orientation, digital inclusion, agricultural innovation and knowledge transfer were found and they are linked with the economic reactivation. The Confirmatory Factorial Analysis was used in this study which helped to reduce from 117 to 47 items in the measurement instrument for the research of economic reactivation in the province of Cañar in Ecuador with factor loadings higher than 0.6. As a conclusion, it is said that it is possible to study the phenomenon with a validated questionnaire on the bivariate association of the researching variables. © 2022, Universidad del Zulia. ABSTRACT

Small and medium-sized companies (SMEs) play a significant role in the productive sector of the country since they are those that are dedicated to various economic activities;however, they do not have formal strategic planning and the competent personnel for the development of the entrusted functions. The objective of this study was to diagnose the application of strategic management in small and medium-sized companies in the post-pandemic Ecuadorian context. In this way, it was shown how SMEs are currently and what aspects should be improved to guarantee optimal management that is supported by strategic administration. For this research, a quantitative research approach was methodologically applied, with an analysis-synthesis method that allowed us to analyze the statistics of SMEs in the years 2017 - 2020 in Ecuador. Regarding the results, a decrease in existing companies and in the number of registered employment positions was identified, with a limiting capacity due to the presence of COVID-19. Finally, through the analysis of the data investigated, it was concluded that SMEs face a complex scenario, but that with the application of different strategies, a sustainable competitive advantage will be achieved and, consequently, greater efficiency and effectiveness.Alternate :Las pequeñas y medianas empresas cumplen un rol importante en el sector productivo del país ya que son aquellas que se dedican a varias actividades económicas;sin embargo, no cuentan con una planificación estratégica formal, y el personal competente para el desarrollo de las funciones encomendadas. El objetivo del presente estudio radicó en diagnosticar la aplicación de la administración estratégica en las pequeñas y medianas empresas en el contexto ecuatoriano Post pandemia. De esta forma, se evidenció cómo se encuentran actualmente las pymes y qué aspectos deberían mejorar para garantizar una óptima gestión que se apoye en la administración estratégica. Para esta investigación, metodológicamente se aplicó un enfoque de investigación cuantitativo, con un método de análisis-síntesis que nos permitió analizar las estadísticas de las pymes en los años 2017 - 2020 en Ecuador. En cuanto a los resultados, se identificó el decrecimiento en las empresas existentes y en el número de plazas de empleo registrados, con un aforo limitante por presencia del COVID-19. Finalmente, a través del análisis de los datos investigados se concluyó que las pymes enfrentan un panorama complejo, pero que con la aplicación de diferentes estrategias se logrará una ventaja competitiva sustentable y en consecuencia una mayor eficiencia y eficacia.Alternate :As pequenas e médias empresas (PMEs) desempenham um papel significativo no setor produtivo do país, pois são aquelas que se dedicam a diversas atividades econômicas;entretanto, não dispõem de planejamento estratégico formal e de pessoal competente para o desenvolvimento das funções confiadas. O objetivo deste estudo foi diagnosticar a aplicação da gestão estratégica em pequenas e médias empresas no contexto equatoriano pós-pandêmico. Desta forma, foi mostrado como as PMEs são atualmente e que aspectos devem ser melhorados para garantir uma gestão ótima que seja apoiada pela administração estratégica. Para esta pesquisa, foi metodologicamente aplicada uma abordagem de pesquisa quantitativa, com um método de análise-síntese que nos permitiu analisar as estatísticas das PMEs nos anos 2017 - 2020 no Equador. Com relação aos resultados, foi identificada uma diminuição nas empresas existentes e no número de postos de trabalho registrados, com uma capacidade limitada devido à presença da COVID-19. Finalmente, através da análise dos dados investigados, concluiu-se que as PMEs enfrentam um cenário complexo, mas que com a aplicação de diferentes estratégias, será alcançada uma vantagem competitiva sustentável e, conseqüentemente, uma maior eficiência e eficácia.
